Many scholarship schemes
The Indian Council for Cultural Relations (ICCR) annually offers about 2325 scholarships under 21 scholarship schemes. Of these scholarships, 675 are exclusively for Afghanistan and 500 for African countries. There are students in India under these schemes from about 80 countries. Most of the scholarship holders come from developing countries in Asia, Africa, South and Central America. However, there are quite a few students from the developed countries as well. Apart from the most important and most popular scheme (General Cultural Scholarship Scheme) there are many other scholarship schemes.
General Cultural Scholarship Scheme
The General Cultural Scholarship Scheme (GCSS) is one of the most important and popular schemes of the ICCR for foreign students. Scholarships are awarded under this scheme annually to international students belonging to certain Asian, African and Latin American countries for the undergraduate, postgraduate degrees and for pursuing research at Indian universities. However, scholarships for medical studies for MBBS, BDS or for medical research leading to a Ph.D. degree are not offered under the GCSS scheme.
A list of countries covered under the GCSS is given below: Afghanistan, Armenia, Azerbaijan, Brazil, Cambodia, Comoros, Fiji, Tuvalu (Fiji), Guatemala, Georgia, Greece, Hungary, Indonesia, Iran, Iraq, Israel, Japan, Jamaica, Jordan, Kazakhstan, Kyrgyzstan, Laos, Lebanon, Malaysia, Maldives, Minsk, Mongolia, Myanmar, Nepal, Oman, Palestine, Philippines, Qatar, Russia, Saudi Arabia, Panama, Slovenia, Syria, Tajikistan, Thailand, Timor-Leste, Trinidad & Tobago, Turkmenistan, UAE, Ukraine, Uzbekistan, Vietnam, Yemen, Botswana, Congo, Ethiopia, Djibouti Gambia (Senegal), Ivory Coast, Kenya, Madagascar, Malawi (Zambia), Maseru, Mauritius (MSS) (GCSS), Morocco, Mozambique, Swaziland, Namibia, Nigeria, Seychelles, Somalia, South Africa, Sudan, Tanzania, Tunisia, Uganda, Rwanda, Burundi, Zambia, Zimbabwe.

Scholarships
LIVING ALLOWANCES (STIPEND)
Undergraduate (BA/B Sc/B Com/BBM/ BCA/BBA/B Tech etc.) – 4,500 rupees/month
Postgraduate (MA/M Com/MBA/ MCA/M Sc/ME/M.Tech etc.) – 5,000/month
Research Courses M.Phil/PhD/D. Lit/Fellow – 6,000/month
Post-doctoral Fellow – 6,500/month
HOUSE RENT ALLOWANCES
a) In the cities: Delhi, Bangalore, Kolkata, Chennai, Mumbai, Hyderabad & Pune – 3,500/month
b) In other cities – 3,000/month

Application Procedure
Offers of scholarships are sent to the respective Governments through the Indian diplomatic missions abroad. Nominations received thereafter from the respective governments by the Indian diplomatic missions are forwarded to the ICCR for final selection and placement.
Direct applications from candidates are not considered by ICCR. International government nominees have to fill in the prescribed forms for Scholarships for Foreign Nationals that are available with Indian missions abroad. While filling in the forms, the candidate must specify the course he/she wishes to pursue such as i) certificate/diploma ii) undergraduate degree iii) postgraduate degree iv) doctoral research work. Candidates are also advised to consult the Handbook of Indian Universities, available with the Indian missions abroad, to ensure the availability of their choice of courses in India.
The application forms should include the required number of copies of educational certificates along with three copies of passport-size photographs. In some cases, a No-objection certificate from the candidate’s employer or place of work is also required. All the applicants are required to undergo an English Proficiency Test conducted by the Indian missions abroad.

I really appreciate the work and effort of the INDIAN government by considering the future of the poor who cant afford Education. My biggest problem is where these scholarships are sent/application forms. we have very big problem of favouritism and tribalism in africa. the secretaries decide to hide information to the public and prefer relative for such scholarship. Why dont you help us online and the verification of the Academic documents is done at the Embassy. Thanks

Which means that you first have to get in touch with the respective Indian diplomatic mission in your country, so that they could nominate you.

Respected Sir!
i am Darwish Afghan ICCR scholar studying BSc Eco (H) in India final year.
As here in India a student requires to pass the Exam (KAT, MAt etc) for doing MBA…
My quetion is that if I pass the exam and qualify for MBA in any university, in that case will there be any special considration or facility if i apply for scholarship through "Indian embassy" in Afghanistan showing my doccuments.

That means that 675 scholarships are for Afghanistan, but how many of them are for Master courses… well, that is a question for the Indian Council for Cultural Relations (ICCR), so I suggest you ask them that.

Hello,
I was an ICCR candidate from 2009-2011. My MA degree is not complete with 2 less courses. I want to continue, and I got the confirmation from my University. But embassy says that I cant go on my own without ICCR's confirmation to continue the scholarship. Is there any way that I can contact ICCR directly with this problem? Because the semester is already started and I am still waiting for visa. As per the embassy they wrote to ICCR but havent got the reply yet. It's been 2-3 weeks how come does it take so long for ICCR to answer an Indian consulates request(?).
Please help me what shall i do?

hello,
its been almost six months that we have been participated in ICCR scholarship exam, after that i was invited for the oral exam, then after confirming my documents and succeding the oral exam they sent my documents to the universities that i tried for almost in june
and now its August and the universitys already started
plz tell me why the answer didnt come
i called ICCR department, and i talked to Miss ……( i dont like to say her name, may be she doesnt like)
she told me the university didnt reply yet
so dont u think its a little late to reply! i am affraid that they dont reply and i wait till i die….i packed my suitcases and i sold my house, and i quit my job , but still waiting, what shall i do! plz tell me i am very much worry
